Virginia operates a comprehensive Nonpoint Source Implementation Program, primarily funded through the federal Clean Water Act.

When Implementation Plans (IPs) are completed and subsequently accepted by US EPA, watershed areas may be eligible to receive funding for implementation of best management practices (BMPs). The purpose of installing BMPs is to improve water quality in order to meet water quality standards. To demonstrate progress on implementing the goals laid out in these accepted IPs, a progress report is created.

Implementation Plan Progress Reports

IP Progress Reports highlight specific projects, mainly funded by Clean Water Act Section 319(h) funds, but they also report on overall progress for the entire Implementation Plan area. Some projects have also received supplemental state funding from either the Water Quality Improvement Fund or the Virginia Natural Resources Commitment Fund. IP Progress Reports are updated every three years.
