FY 2026 Annual Solicitation of Applications for Financial Assistance

On behalf of the State Water Control Board (SWCB), we are pleased to announce the DEQ's FY 2026 annual solicitation of applications for financial assistance through the Virginia Clean Water Revolving Loan Fund (VCWRLF). VCWRLF applications are being solicited for projects that involve:

• improvements to publicly owned wastewater collection and treatment facilities, including onsite wastewater local programs
• installation of publicly owned stormwater best management practices
• remediation of contaminated brownfield properties
• land conservation
• living shorelines

Special consideration may be given to projects that are eligible to be considered towards meeting the VCWRLF's federal Green Projects Reserve requirement.

The FY 2026 annual solicitation will include additional funding for emerging contaminants projects.

Completed VCWRLF applications may be submitted via the MyDEQ Portal. Please refer to the supplemental instructions for detailed guidance on how to complete each section of the application. 

The FY 2026 solicitation of applications will begin Monday, June 9, 2025, at 8:00 AM. Applications will be accepted until Friday, July 25, 2025, at 5:00 PM. Application forms for each project type are available via the following links:
