The Clean Water Financing and Assistance Program (CWFAP) administers four funding programs: Virginia Clean Water Revolving Loan Fund (VCWRLF), Stormwater Local Assistance Fund (SLAF), Water Quality Improvement Fund (WQIF), and the American Rescue Plan Act (ARPA) Wastewater Funds.

CWFAP supports DEQ’s mission to protect and enhance water quality by providing flexible funding solutions and assistance to localities, organizations and citizens of the Commonwealth.

  • Join the Virginia DEQ for the final free webinar in the 2025 Education Series: “Grants: How to search for them, how to apply for them, and how to access assistance” on Tuesday, December 9, 2025, from 6:30 to 8:00 p.m. Learn about DEQ’s grant processes and explore funding opportunities, including water quality monitoring, brownfields redevelopment, and stormwater projects.   • The Virginia Clean Water Revolving Loan Fund (VCWRLF) Fiscal Year 2026 solicitation has closed. The State Water Control Board, at its meeting on November 18, 2025, has approved the FY 26 Intended Use Plan (IUP) and Project Priority List (PPL).

  • The Stormwater Local Assistance Fund (SLAF) Fiscal Year 2026 solicitation of applications closed on Wednesday, October 1, 2025. Applications submitted by the deadline are now under review.

  • The CWFAP Reimbursement Request Training was held on October 8, 2025, and provided an overview of the disbursement process, common errors, and best practices for localities. The training presentation and recording are now available for those who were unable to attend and for future reference.
