Public Informational Briefing

DEQ invites you to attend an informational briefing on Wednesday, October 15 from 6-8 p.m. at Cumberland County High School to discuss the environmental permitting process on the proposed Green Ridge Landfill. DEQ has received and is processing environmental permit applications for both a solid waste permit, as well as a Minor New Source Review air permit for the proposed facility. If approved, these permits would allow Green Ridge LLC to construct and operate the Green Ridge Recycling and Disposal Facility in Cumberland County. These permits will be required prior to the beginning of construction of the proposed landfill.

DEQ has scheduled this public information briefing to provide more details about the site and the permit applications, including the public input opportunities throughout the processes. Please note that this is a public briefing to share information and is not an official comment period for the permits under development. The required public comment periods will occur later in the process when DEQ has developed draft permit decisions.

Solid Waste 

On November 9, 2023, DEQ provided Green Ridge Recycling and Disposal Facility, LLC, (the applicant) with a conditional Part A approval letter, identifying an area of the applicant’s property located near US Route 60, Pinegrove Road, and Miller Lane in Cumberland, VA, that appear to be suitable for development of a sanitary landfill.  The Part A letter outlines additional conditions that must be met for full site approval and allows the applicant to develop and submit Part B of the solid waste permit application which includes plans outlining the proposed landfill design, operation, landfill gas and groundwater monitoring, closure, and post-closure care aspects of the proposed sanitary landfill for DEQ’s review. 

The Part A letter is based on the Part A application submission dated August 3, 2023 presented below. All previous correspondence continues to be available at the bottom of this page.

Part B Application

DEQ has received Part B of the solid waste permit application for the proposed Green Ridge Landfill.  DEQ is reviewing the information in accordance with the Virginia Waste Management Act and the Virginia Solid Waste Management Regulations.

Air Permitting 

Next steps 

The air permitting process includes several steps including an opportunity for the public to provide comments once a permit is drafted.

  • Once received, DEQ will review the application in accordance with the Virginia Regulations for the Control and Abatement of Air Pollution.
  • The application, review correspondence, and revisions will be posted and available on this website.
  • Meeting notices will be published on this website, in local newspapers and on the Virginia Town Hall.

Note: A formal comment period has not yet been established. Citizens are welcome to submit questions or information at any time but, as noted above, the project is in the early stages of review and answers may not be available.
