Project Summary

On April 30, 2026, DEQ received a Prevention of Significant Deterioration (PSD) air permit application from Expedition Generation Holdings, LLC (Expedition), dated April 28, 2026.  In this application, Expedition requests an Article 8 PSD air permit to authorize the construction of its proposed Expedition Generating Station (EGS) in Fluvanna County that would be adjacent to the existing Tenaska Virginia Generating Station (TVGS) (registration no. 40995).  The EGS would be an approximately 1,580 megawatt natural gas-fired, combined-cycle combustion turbine (CCCT) electric generating facility.

Proposed Air Emissions Units

  • Two combustion turbines, manufactured by either GE or Mitsubishi, that would primarily be fired by natural gas, with ultra-low sulfur diesel fuel (ULSD) as a backup fuel.
  • Two heat recovery steam generator systems (HRSGs), including duct burners.
  • Two 245 MMBtu/hr natural gas-fired auxiliary boilers.
  • Two 3,000,000 gallon ULSD storage tanks.
  • Two induced mechanical draft, wet circulating cooling towers.
  • Two 460 brake horsepower (bhp) ULSD-fired emergency fire pump engines.
  • Two 4,400 bhp ULSD-fired emergency engine-generator sets.

Requested Permit Emissions Limits for the EGS (tons/year)

Determination of the proposed facility emissions are pending DEQ’s review of the application, which is active and ongoing.
