DEQ is the lead agency for developing and implementing the Commonwealth’s statewide program to protect water quality. DEQ controls pollution that may enter or affect surface and/or groundwater by issuing permits or requiring registration or certification in the following areas:

• Land Application
• Stormwater (MS4)
• Stormwater (Construction)
• Stormwater (Industrial)
• Water Withdrawal
• Wetlands & Streams
• Discharges to Surface Waters (VPDES) 
• Renewable Energy
