The Glen Lyn Power Station is located off Route 460 adjacent to the New River in Glen Lyn, Virginia. The station was retired in 2015. The station has three coal combustion residuals (CCR) surface impoundments (Auxiliary Fly Ash Pond (Aux Pond), West Pond, and Bottom Ash Pond (BAP)) that managed sluiced or wet CCR from the station as part of the wastewater treatment system with discharges regulated under Virginia Pollution Discharge Elimination System (VPDES) permits. The station also has an industrial landfill (SWP222), with an associated leachate pond, that historically managed dry coal ash from the station for disposal. These units are subject to the EPA CCR Rule, and the requirements of the Virginia Waste Management Act.
At the start of operation, fly ash from the plant was sluiced into a single pond area currently occupied by the West Pond, Leachate Pond, Landfill and the Aux Pond. In 1965, the Aux Pond was expanded and a new dike constructed which separated the Aux Pond from the current landfill area. In the 1970’s a second dike was constructed leading to the development of the West Pond, Leachate Pond and the existing industrial landfill.
The landfill was first permitted on June 10, 1977, with a one-page permit from the Virginia Department of Health. A dry ash system was installed at the Glen Lyn Power Plant in the 1980s after which dry coal ash was applied on top of previously sluiced ash material. The solid waste permit was reissued on September 8, 1994, for the existing industrial landfill consisting of Cells 1-7 situated on 43 acres of which 33 acres were authorized for disposal. The landfill has a single 30-mil PVC liner and leachate collection system. Landfill operations ceased and the landfill cap completed construction in 2010.
The current Aux Pond was incorporated into SWP222 as an area for landfill expansion in 2010 but was never constructed due to plant shutdown. The Aux Pond area was closed with a synthetic industrial cap in 2014.
The BAP is located to the southeast of the other ponds and on the other side of Adair Run Creek and the East River. Constructed in 1950, the BAP is unlined and consists of two parallel bottom ash settling ponds (north and south ponds) that discharge to a clear water pond (CWP). The BAP ceased receipt of CCR prior to April 17, 2015.
The existing solid waste permit for the industrial landfill, SWP222, has been modified to incorporate the closure by removal of the West Pond, Aux Pond, BAP, closed industrial landfill and associated leachate pond. The public comment period ran from November 12 through December 29, 2025, and the permit modification was issued on January 14, 2026.
