The Virginia Small Renewable Energy law requires the Department of Environmental Quality (DEQ) to develop Permit by Rule (PBR) regulations for the construction and operation of small renewable energy projects. A PBR is a type of authorization in which a project is considered permitted once the application is deemed complete by DEQ
