The division of administration supports the agency’s program areas by providing the essential functions of human resources, information services, finance, procurement, facilities management, and business process improvement to ensure the agency operates efficiently and effectively. The division also manages clean water financing and assistance programs and provides training to external stakeholders, helping DEQ fulfill its mission and adapt to changing needs. 

Human Resources

Human Resources (HR) supports the agency’s recruitment, onboarding, training, and development. HR also manages payroll, employee benefits, and employee relations. 

 Information Services

Information Services manages technology and information systems at DEQ. It ensures computers, software, infrastructure and data are secure and work well, helping employees use tools efficiently and protecting the business from tech risks. 

Financial Management

The Office of Financial Management promotes sound fiscal stewardship of public funds to support the agency’s mission. This is accomplished through budget oversight, fiscal accountability, transparent reporting and grant management. 

Procurement

Procurement manages the purchase of goods and services needed by DEQ at the best value, ensuring quality, cost-effectiveness, and timely delivery to support business operations. 

Business Transformation

Business Transformation manages, executes and supports projects and systems that improve the efficiency and effectiveness of the administrative functions of the agency, helping it become more competitive and adaptable to new opportunities and challenges. 

General Services

General Services provides essential support and manages maintenance services that keep daily operations running smoothly, such as facilities management, mailroom operations, records management, state vehicle – fleet management, and general administrative assistance.

Training

Training offers classes on a wide range of topics, including stormwater, erosion, wetlands, streams, and wastewater. Our trainers provide certification programs and continuing education to professionals in government, construction, consulting, and other private industries. These efforts support regulatory compliance, promote economic development, and enhance environmental protection throughout Virginia.
