To access the PRS, visit the myDEQ Portal.

If already a user, you may login to begin using the PRS. New users will need to register with myDEQ Portal. Once logged in, click on the Permit Review System tile.

1. Login or register via myDEQ Portal.
2. Upload application materials - ensure all materials have been through optical character recognition (OCR).
3. Click 'Process' and allow one to two hours for review to complete. The status badge will state 'Processing'.
4. After review is complete, the status badge will change to a green 'Finished'.
5. Review findings in the 'Findings' tab.
   • Click into a specific finding category on the left side navigation.
   • Click on a finding to review.
   • You may navigate to the next finding in the finding category by using the arrow buttons in the top right.
6. You may review general project information in the 'Summary' tab.
7. You may export your findings by clicking 'Export' in the top right-hand corner of the interface.

• Document upload - upload application materials for processing by the PRS. Personal Identifiable Information (PII) checks will be conducted, but users must first conduct their own PII review and Optical Character Recognition (OCR) scan of documents prior to upload.

• Administrative completeness reviews - review that the application has submitted the required information to meet the requirements as to being an administratively complete application and in compliance with applicable law and code.

• Technical completeness reviews - this functionality is for the Virginia Water Protection Permit (VWPP) Program only. The system will conduct a technical review to ensure projects are single and complete, have avoided surface water impacts to the maximum extent practicable, and have conducted onsite/offsite alternatives analysis.

• Review findings - users may review each AI findings for the purposes of updating applications in advance of submission to DEQ.

• Findings export - all findings may be exported in various file formats.

Use of the PRS will be free for first two months. After which time, the system will require a charge per review of the following amounts:

 - VWPP General Permits = $600 per review

- VWPP Individual Permits = $1200 per review

DEQ will honor these prices for the first 4 months, after which time the agency will evaluate the price as based on realized usage and incurred agency costs.

• T&E Coordination - while the PRS will review the application for the presence of T&E screening and related materials, applicants will still need to conduct T&E screening processes and initiate appropriate coordination with applicable agencies.
• Federal SPGP Coordination - while the PRS will review the application for the sufficiency of the application from a Federal requirements standpoint, applicants will still need to validate all materials and initiate federal coordination as applicable.
• Permittee Responsible Mitigation (PRM) - the PRS will review the proposed compensatory mitigation plan and analyze the sufficiency of mitigation under normative credit purchase scenarios. PRM, however, will require specific review to determine the actual sufficiency of the PRM in meeting no net loss as well as all regulatorily-defined information requirements.
• Surface Water Withdrawal - the PRS does not review applications for surface water withdrawal information requirements and sufficiency. It only reviews for the construction related impacts and regulatory requirements.

Ensure all documentation has undergone Optical Character Recognition (OCR) prior to upload to the PRS to ensure images of text have been converted into machine-readable formats. OCR allows extraction of text from scanned documents, images, or PDFs, enabling the PRS to review these materials. For instructions on how to conduct OCR, please refer to the help/instructions provided by the particular document application being used. Review of documents that have not undergone OCR may yield inaccurate PRS findings.

Submission of application materials to PRS does not constitute an official permit application submission. Applications must still be submitted according to the pre-existing submission process to receive a permit.

The findings produced by this tool are for informational purposes only. AI findings represent an approximation of what a human reviewer may find during application review. Feedback on formally submitted applications may differ from PRS output.

The PRS helps ensure complete applications in advance of submission; and applications that are compliant with applicable regulations and program guidance. Use of the PRS does not guarantee permit approval or decreased processing times.

The Virginia Department of Environmental Quality (DEQ) Permit Review System (PRS) application and all associated pages, content, data and tools are offered to you conditioned on your acceptance without modification that any materials submitted to the system will result in a 7-day duration in which this information is in possession of DEQ, and therefore will be accessible to DEQ PRS administrators, and any applicable Freedom of Information Act (FOIA) requests.
