Stormwater Management Regulations

The Virginia Soil and Water Conservation Board adopted final stormwater management regulations (Virginia Stormwater Management Program (VSMP) Permit Regulations Parts I, II, and III) on May 24, 2011, that were based on recommendations from a regulatory advisory panel (RAP) and its subcommittees. The development of these new stormwater management regulations was the result of input from experts, a broad spectrum of stakeholders and significant public debate. The result is a set of regulations that provides innovative tools for local decisions, protection of local waterways, and consistent application of new state and federal requirements. The date for statewide local government implementation of stormwater management programs is July 1, 2014.

Stormwater Regulation Rollout

In December 2011, the Commonwealth began a comprehensive outreach process to local government elected officials and staff to explain the regulations and the benefit of adopting stormwater requirements at the local level. Based on feedback received through this process, a suite of tools for use by local governments was created for localities as they develop stormwater programs consistent with the 2011 regulations.

The Stormwater Local Government Advisory Committee (SWLGAC) advises DEQ staff in the development of tools, outreach and training related to local stormwater program implementation issues.

Virginia Stormwater Regulations Webcast Archive Online

Recording and transcripts from the June 7, 2012, stormwater regulations webcast are available by request. The webcast was a done by the Department of Conservation and Recreation, the Chesapeake Stormwater Training Partnership, the Center for Watershed Protection and the Chesapeake Stormwater Network. Online resources include an archived copy of the webcast, chat transcripts and staff responses.
