Brief Project Description

Grantee: Augusta County Service Authority (Stuarts Draft)

The Stuarts Draft WWTP is being expanded from a permitted capacity of 2.4 MGD to 4.0 MGD, with the capability of achieving effluent concentrations of 4.0 mg/l Total Nitrogen and 0.30 mg/l Total Phosphorus. The upgraded process will provide primary screening, secondary, and tertiary treatment of the wastewater, achieving biological nitrogen removal. Phosphorus is removed by the addition of aluminum sulfate at either the aeration basins or secondary clarifiers. The aeration basins will be configured as a Modified Ludzack-Ettinger (MLE) system for nitrification and denitrification. The aeration basins will have the capability of operating as a 4-stage Bardenpho reactor for periods of low flow. Tertiary denitrification filters remove the nitrogen from the effluent in the form of nitrogen gas. Ultraviolet light disinfection provides disinfection of the treated effluent. Prior to discharge to the South River, the effluent is re-aerated in a new post aeration channel. Solids processing for the plant will not be modified. 

The expansion and upgrade to the Stuarts Draft WWTP include the following process facilities:

  • Replacement of existing mechanical screen and manual bar rack with one new automatic screen and manual bar rack (not grant eligible)
  • Installation of new influent pumping station wet well and three submersible pumps to augment the three existing submersible pumps (not grant eligible)
  • Installation of one new BNR train with anoxic, swing and oxic zones (partially grant eligible)
  • Modifications of existing BNR trains to improve D.O. control including new internal recycle pumps, new dissolved oxygen analyzers, automatic valves, and a new swing zone (partially grant eligible)
  • Installation of two new aeration blowers (partially grant eligible)
  • Installation of one new return activated sludge (RAS) pump (partially grant eligible)
  • Installation of denitrification filters and chemical feed improvements (both grant eligible)
  • Expansion of the UV facility (not grant eligible)
  • Installation of a new post aeration channel and diffusers (partially grant eligible)
  • Installation of new plant effluent/non-potable water system (not grant eligible)
