Guidelines for new Living Shoreline Loan Program

The Guidelines for the Living Shorelines Loan Program were originally approved by the State Water Control Board (SWCB) on April 1st, 2016. During the 2019 session, the Virginia General Assembly expanded the Living Shorelines Loan Program to include specific small businesses located within the Rural Coastal Virginia Community Enhancement Authority.  In order to address this change, the Department of Environmental Quality (DEQ) staff have drafted revisions to the Living Shorelines Guidance and Local Plan Guidelines for public review/comment. After completion of the public participation period, the revisions will be brought to the State Water Control Board for final approval.

In order to protect or improve water quality and prevent the pollution of state waters, the Virginia General Assembly amended Chapter 22 of the Code of Virginia by adding §62.1-229.5 which expands the activities of the Virginia Clean Water Revolving Loan Fund.  This addition allows the SWCB to authorize loan interest loans from the Fund for the purpose of establishing living shorelines.  Legislation authorized the SWCB to develop guidelines for the administration of living shoreline loans.
