Guidelines for new Living Shoreline Loan Program

The Department of Environmental Quality (DEQ) presented the Guidelines for the new Living Shorelines Loan Program to the State Water Control Board (SWCB) on  April 1st, 2016.  The Program Guidelines and the Local Plan Guidelines are available as well as the Memo to the Board and the responses to question and comments submitted during the public comment period.

In order to protect or improve water quality and prevent the pollution of state waters, the Virginia General Assembly amended Chapter 22 of the Code of Virginia by adding §62.1-229.5 which expands the activities of the Virginia Clean Water Revolving Loan Fund.  This addition allows the SWCB to authorize loan interest loans from the Fund for the purpose of establishing living shorelines.  Legislation authorized the SWCB to develop guidelines for the administration of living shoreline loans.
