Rocky Forge Wind Permit by Rule

In 2017, DEQ issued a permit by rule (PBR) to Apex Clean Energy for Rocky Forge Wind, an 80 megawatt wind project located in Botetourt County. On Aug. 25, 2020, after conducting a required 30-day public comment period, Apex submitted a Modification Application for their existing permit. The modification proposes a decrease to the area of disturbance from 200 to 120 acres and a change in the number and type of turbines used. The initial permit approved the use of 25 turbines that are each 550 ft. tall, and the modification proposes using 22 turbines, each with a height of 680 ft.

DEQ will issue a determination on the modification within 90 days of receipt of all necessary materials. All application materials received for the modification and the initial application* are listed below.
