State Agency Environmental Resources

Guidance for Addressing Common Environmental Impacts

1. Energy Use. Appropriate measures to reduce the consumption of energy should be utilized, and, when setting goals, policies and/or procedures, agencies should consider the areas of lighting, electronic devices, heating and cooling systems; the use of electronic communications; energy efficient transportation policies and practices; and, the use of video or tele-conferences over in-person meetings when travel is required.

2. Air and Water Use. Landscaping that reduces the need for irrigation is preferable. Agencies should practice preventive maintenance on plumbing systems and, when replacing plumbing fixtures, consider the lowest possible flow fixtures available, as appropriate. State activities requiring DEQ air or water permits must fully comply with the conditions and strive to operate at well below permitted levels.

3. Waste Reduction. State entities should follow the waste management hierarchy (reduce, reuse, recycle) whenever possible. This includes maximizing the use of electronic publications; purchasing recycled-content, durable, and remanufactured products; reusing office products; instituting comprehensive recycling and landscaping waste composting programs; and, limiting the use of disposable plastics and toxic substances where suitable alternatives exist.

4. Building and Construction. When leasing space, agencies and institutions should consider access to public transportation, and, where practical, locate new offices and facilities near transportation access and in locations that are pedestrian and bicycle accessible, and actively seek buildings that meet Energy Star, LEED or Green Globe standards. State conferences and meetings not held in state facilities should be held at "Virginia Green" certified facilities, as appropriate.
