Heating Oil Technical Workgroup

In April 2016, the Heating Oil Technical Workgroup concluded a series of three meetings.  The mission of the workgroup, consisting of environmental consultants and DEQ petroleum program case managers, was to collaborate on the following:

    • Make recommendations pertaining to the appropriate level of risk assessment at leaking heating oil tank sites;
    • Make recommendations, as necessary, pertaining to the appropriate level of investigation and characterization of discharges from heating oil tanks;
    • Assess the adequacy of communication between DEQ Case Managers and Environmental Consultants performing investigation and characterization of petroleum releases; and
    • Make recommendations, as necessary, for the improvement of communications between DEQ Case Managers and Consultants.

These meetings included lively debate over the appropriate data and corrective action measures needed to address environmental and human health risk posed by leaking heating oil tanks.  While the group was not able to come to consensus on all the issues discussed, it did make several important recommendations to DEQ management.  The report of recommendations is available through the link below.
