Appalachian Power Company-Clinch River Power Station

The Clinch River Power Station is adjacent to the Clinch River, near Carbo, Virginia in Russell County, Virginia.  The station has two coal combustion residuals (CCR) surface impoundments (also known as coal ash ponds) that managed sluiced or wet CCR from the station as part of the wastewater treatment system.  One impoundment (Ash Pond 1) at this facility is subject to the EPA CCR Rule.  Another impoundment (Ash Pond 2) closed prior to applicability of the EPA CCR Rule and is currently in post-closure care.

Below are documents related to solid waste permit no.624 (SWP624) issued to address post-closure, groundwater monitoring, and surface water monitoring for the previously closed coal ash surface impoundment (Ash Pond 2) at the Appalachian Power Company Clinch River Power Station.

In addition to Ash Ponds 1 and 2, the Clinch River Power Station also managed coal ash in an industrial landfill unit adjacent to the power plan. The landfill is not subject to the EPA CCR Rule because it ceased accepting waste prior to the October 19, 2015, effective date; however, the facility is currently conducting post-closure care of the landfill in accordance with solid waste permit no. 223 (SWP223) which includes groundwater and post-closure care requirements equivalent to the EPA CCR Rule requirements.
