Narrative Enforceable Policies 

Project Description:

The Virginia Coastal Zone Management (“CZM”) Program was fully approved by NOAA in 1986. Since Program approval, the program has been updated on numerous occasions. NOAA has since encouraged states with approved CZM programs to draft narrative enforceable policies that reflect the approved underlying statutes and regulations for federal consistency purposes. This project will entail preparing revised and current narrative drafts of enforceable policies in the originally approved and updated Enforceable Policies of the CZM Program in order to maintain Virginia’s federal consistency authority with respect to these areas: Virginia Department of Environmental Quality (“DEQ”), Non-point Source Pollution Control, Point Source Pollution Control, and Air Pollution Control; Virginia Department of Health (“VDH”), Shoreline Sanitation. The Virginia Coastal Policy Center will work closely with Virginia DEQ, VDH, and NOAA to ensure that such narrative policies accurately and fully reflect the substantive underlying law, and will be expeditiously approved for consistency purposes by NOAA.
