Carrollton Nike Park Canoe/Kayak Launch

Project Description:

The Hampton Roads Planning District Commission proposes a Section 306A project that will restore a pier and landing at the historic Carrollton Nike Park in Isle of Wight County, Virginia. The pier and landing, which were utilized for fishing, crabbing, and recreation, were severely damaged by Hurricane Irene in 2011. The pier was partially restored with Federal Emergency Management Agency (FEMA) and insurance settlement funding. However, due to funding limitations, the County was unable to fully replace the pier and landing as intended resulting in a loss of amenities including the popular canoe and kayak launch.

This project will restore the pier to its original design including an eight foot (8’) wide pier, a twenty foot by thirty foot (20’ x 30’) landing, and a twenty-eight foot by five foot (28’ x 5’) gangway that connects the pier to an ADA-accessible floating dock and metal canoe/kayak launch (see attached conceptual plan). Restoration of the pier and landing to its original design will expand opportunities for recreational enjoyment for the citizens and visitors that visit Nike Park each year.

This project will positively impact the public access priority area of the Virginia Coastal Policy Team. Isle of Wight County has a population of over 35,000 with limited public access to the water. The master planning process recently completed for the Carrollton Nike Park complex identified increasing access to the water as a major component for future development. The current master plan calls for an additional pier to allow, in addition to the proposed canoe/kayak launch, “visitors to access the wetlands and the water for learning purposes.”
