Project Description as Proposed:

MPPDC’s Coastal Resources Technical Assistance Program provides the necessary administrative framework to assist rural Middle Peninsula coastal local governments with access to enhanced coastal zone management tools and techniques that balance economic development with protecting coastal resources.   For the federal FY 14 grant, the work program will consist of three distinct tasks:

1) MPPDC staff will provide coastal management support to local government elected officials, chief administrative officers for local governments, local planning staff, local planning commissions and wetlands board’s staff.  For example, MPPDC staff will provide GIS analysis of development proposals, land conversion, land use plans, and local land use ordinance implementation. MPPDC staff will also provide research services for ongoing and new or emerging coastal issues such as managing land use implications from proposed fracking operations within the Taylorsville Basin.  

2) MPPDC staff will convene monthly-quarterly meetings with local government level planners, government administrators, and other appropriate government and NGO committees to assist with improved coastal planning.  Through these meetings, Coastal Planners eliminate choices which policy makers can use to help inform decisions.

3) MPPDC staff will provide direct research and facilitation support for the implementation of the 2014-2015 Middle Peninsula Chesapeake Bay Public Access Authority (PAA) annual work plan. Specifically, MPPDC staff will assist PAA with the management of a growing portfolio of private waterfront land donation sites.   The PAA continues to seek funding for the development of a management system to accelerate the public’s use of donated land.  The PAA will be under contract with Virginia Interactive, LLC to develop and implement an online Facility Reservation system including payment portal application.  The estimated value of the Facility Reservation system and professional technical services to be performed and donated by Virginia Interactive would be approximately $37,500.  We propose using $20,000 as match to be provided by our project partner Virginia Interactive, LLC .  MPPDC staff will assist Virginia Interactive and MPCBPAA with system design by providing technical planning assistance including but not limited to outdoor trail planning, public access use capacity assessment, site mapping, and other aspects of coastal recreational planning to enhance the user’s interactive experience with the reservation system.
