This task covers management of the Virginia CZM (and CELCP if funds become available) Programs, administering of all open and related grants and provision of key support for the Mid-Atlantic Regional Council on the Ocean and Mid-Atlantic Regional Planning Body. Three positions are funded through Task 1.

The CZM Program Manager Chairs the interagency Coastal Policy Team and will hold at least two meetings during the grant year.  She oversees all aspects of the CZM Program including policy development, grants, communication/outreach (including identifying topics and writing articles for the magazine) and GIS efforts. She will guide activities under Task 10 - Land Acquisition, Task 11 Seaside Restoration, Task 41 A-N PDC TA Program, Task 49 Marine Mammal/Sea Turtle Stranding, Task 95.01-3 Virginia Ocean Resources Strategy, and the FY13 Section 310 Marine Debris Shoreline Survey (Task 81). She will continue to manage the FY 12 Section 309 Project of Special Merit on Whale Migration and the FY 2014 project, if funded.  The Manager will continue to serve on MARCO’s Management Board, participating in their weekly conference calls and in-person meetings 3-4 times per year. She chairs its Ocean Mapping & Data Team which oversees development of and improvements to MARCO’s Ocean Data Portal as well as engaging stakeholders to create and vet ocean data.  She will also support Virginia’s two representatives to the Mid-Atlantic Regional Planning Body (RPB) and may be appointed as one of the 2 reps. The Virginia CZM Program Manager supervises Virginia CZM Program staff within Tasks 1, 1.01, 1.02 and 1.03 and 95.  The Manager will work with NOAA to develop Section 312 materials for the evaluation scheduled for 2015. Finally the CZM Manager will oversee planning for the Biennial Coastal Partners Workshop in December 2014 which will include preparation for the next 5-year  Section 309 Coastal Needs Assessment and Strategy. She will oversee development of the draft and final 309 assessment and strategy.

The Coastal Planner will spend significant time working on the Section 309 grant, especially the  Working Waterfronts and Water Quality CSI strategy projects, assisting with land conservation projects, writing magazine articles and assisting with the 312 evaluation. The Coastal Planner works with specific Section 306 projects with planning district commissions for native plant campaigns, additional working waterfront initiatives and policy development for commercial water dependent activities.  The Coastal Planner will prepare land acquisition applications if CELCP funds become available. The Task 1 Coastal Planner works with the coastal planning district commissions on technical assistance grants and asissts the CZM Manager in intergovernmental coordination activities.

The Grants Coordinator/ Outreach Specialist provides maintenance and operation of the grants database and troubleshoots administrative questions with grantees. Duties include data entry and report production, reminders, applications, contracts, etc. This position prepares meeting summaries of the Coastal Policy Team and others as needed.  The Grants Coordinator organizes submission of performance measures to NOAA and ensures all reporting guidelines are followed for Section A, B and C reports.  This position works with the Outreach Coordinator (Task 1.03) to develop and disseminate outreach materials and represent the Virginia CZM Program at outreach functions.

Grant activities undertaken by all staff include: development, monitoring and reporting on all grants (Sections 306/306A, 309, 310 and CELCP) for all open and closing out grant years (FY ’10, ‘11 and “12) and for CELCP, if funds are awarded; development and submittal of reprogramming and extension requests; and development of the FY '14 CZM award and any CELCP or PSM applications.
