This project will build on a project conducted under a 2008 and 2009 Virginia Coastal Zone Management Program Grant on a local stormwater management program to ensure protection of blue infrastructure, especially economically-significant shellfish aquaculture areas.

Update of the Visions for the Villages of Willis Wharf and Oyster (pdf)

Project Summary Provided by Grantee:

This project was undertaken to protect blue and green infrastructure resources in Northampton County by (1) reviewing and updating the vision documents for the county’s two designated Waterfront Villages, Oyster and Willis Wharf, historically important for fishing and aquaculture activity on the Seaside. Both visions form a part of the county’s comprehensive plan and were therefore due for review as part of the overall plan review and update process.  In addition, both communities had experienced some pressure for development along the waterfront, with some of the concepts advanced for Oyster being of a more commercial nature.  CZM funds were used to procure technical assistance from Milton Herd of Herd Planning & Design and Vladimir Gavrilovic of Renaissance Planning Group, who conducted two stakeholder workshops attended by residents and property owners in the two villages.  Northampton County was fortunate that these consultants were involved with village residents to produce the original vision documents for both communities. Nineteen (19) persons attended the first session, and eighteen (18) attended the second, along with planning commissioners and other interested observers.  The May 16, 2011 report produced is entitled Update of the Visions for the Villages of Willis Wharf & Oyster – Summary Report.  The document is available for review on the county website http://www.co.northampton.va.us and has been provided to the county Planning Commission and the Board of Supervisors in conjunction with the current comprehensive plan review.

The second component proposed for this project was development of a stormwater management plan.  The county engaged an engineer to assist in the review of pending state stormwater regulatory changes, and staff has participated in several workshops to obtain information about the new Virginia stormwater program requirements.  However, due to the delay in finalized regulations in conjunction with the staff and planning commission efforts and time demands involved with the county comprehensive plan review process, the stormwater management plan was not accomplished during the grant term.
