Background Information

In February 2017, Balico LLC, submitted a Prevention of Significant Deterioration (PSD) permit application for proposed construction and operation of the Chickahominy Power Station, a 1650 MW natural gas fired steam electric plant to be located near the intersection of Chambers Road and Roxbury Road in Charles City Co. Virginia, adjacent to the Chickahominy substation. Revised applications were submitted in November 2018 and January 2019.

The facility is classified as a major source of air pollution and is located in an attainment area for all pollutants. The source must demonstrate it will not cause or contribute to a significant deterioration of air quality in the region.

Air modeling of this facility, with nearby sources of emissions, has shown that the concentrations of all pollutants and averaging periods are below all National Ambient Air Quality Standards (NAAQs), PSD increments and state Significant Ambient Air Concentrations (SAACs) for toxic air pollutants.

The air pollution emissions from this facility, as proposed, are not expected to cause injury to or interfere with safety, health, reasonable use of property, visibility, or to impact soils or vegetation.
