DEQ issues public notices to provide opportunities to offer feedback before permits are issued or new rules and regulations are adopted. 

These notices provide information about public hearings, public meetings, public comment periods and other events related to DEQ activities. Public notices can be found on the Virginia Regulatory Town Hall, in the Virginia Register of Regulations, in local newspapers and on this section of the website. See left navigation for active notices, organized by topic.

After comments are received, DEQ staff review the information and address concerns that are raised. Often public comments lead to stronger permits and better regulations.

Public Notice - Warwick River Navigation Improvements Project

Title (Project Name): Warwick River Navigation Improvements Project

Description: The U.S. Department of the Air Force (DAF) (the applicant) proposes to dredge a portion of the Warwick River at Joint Base Langley-Eustis, Fort Eustis (JBLE-Eustis) in Newport News, Virginia. The purpose of the proposed action is to provide adequate access for the 733d Mission Support Group vessels launching from the JBLE-Eustis Warwick River Boat Ramp in response to emergency situations within acceptable response time limits. The Warwick River Boat Ramp is currently too silted-in to allow vessel launching, so waterborne emergency response vessels are currently launching from the Third Port Facility. In the event of an emergency, the Fire and Emergency Services response time would be approximately 90 minutes, which is much greater than the 22-minute Baseline Aggregate Response Time established by the Department of Defense. As a part of the proposed project, the berthing area, Warwick River Access Channel and Warwick River Main Channel would be dredged and maintained. The characterization limit of the dredge footprint is –7 feet Mean Lower Low Water and the total volume of material in the dredging prism is approximately 15,500 cubic yards. The dredged material will be transported via truck and existing overland roads or scow to the Fort Eustis Dredge Material Management Area or an alternate placement site. Maintenance dredging would occur every 5-10 years. Additionally, demolition and reconstruction of the existing Warwick River Boat Ramp and Fixed Pier is proposed. Negligible indirect effects to adjacent estuarine emergent persistent wetlands may be associated with the proposed activities. The proposed activity is subject to review for consistency with the enforceable policies of the Virginia Coastal Zone Management Program.

DEQ accepts comments from the public by email or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. The public may review the project documents at DEQ’s central office in Richmond.
