Title (Project Name): MNZ07 Wellington Data Center Project
Description: Microsoft Corporation (applicant) is applying for an individual permit from the U.S. Army Corps of Engineers (Corps) pursuant to Section 404 of the Clean Water Act (33 U.S.C. §1344) for impacts associated with the proposed MNZ07 Wellington Data Center Project located on 123 acres in Prince William County, Virginia. The site is located to the south of U.S. Interstate 66, east of the University Boulevard, north of Wellington Road, and can be accessed from University Boulevard. The project includes the construction of two one-story buildings that will store multiple storage servers, along with an on-site electrical substation, water storage facility, and detention ponds. Additional improvements associated with the project include installation of domestic and fire hydrant water, sanitary sewer, industrial wastewater, fiber and electrical conduit, and stormwater conveyance systems throughout the project area. The site layout has been optimized to meet the needs of the facilities’ operations and equipment, considering buffers and setbacks to the natural environment given the facility and utility constraints. The purpose of the project is to site, construct and operate an economically viable electronic data center facility to generate cloud storage and computing operational capacity in support of the Applicant’s platform. The project is needed to address expanding customer demand for cloud platform service in the region as teleworking capacities, cloud-based data storage and operating platforms, gaming, and contactless living behaviors have increased in recent years. The Joint Permit Application seeks authorization to permanently impact 955 linear feet (LF) (0.14 ac) of intermittent stream channel (R4), 79,400 square feet (SF) (1.82ac) of palustrine emergent wetlands (PEM), and 5,781 (0.13 ac) SF of palustrine forested wetlands (PFO). The applicant certifies that the project is consistent with the enforceable policies of the Virginia Coastal Zone Management Program. The proposed project is subject to review for consistency with the enforceable policies of the program.
