DEQ issues public notices to provide opportunities to offer feedback before permits are issued or new rules and regulations are adopted. 

These notices provide information about public hearings, public meetings, public comment periods and other events related to DEQ activities. Public notices can be found on the Virginia Regulatory Town Hall, in the Virginia Register of Regulations, in local newspapers and on this section of the website. See left navigation for active notices, organized by topic.

After comments are received, DEQ staff review the information and address concerns that are raised. Often public comments lead to stronger permits and better regulations.

Northrop Grumman Systems Corporation-Public Comment Period for Draft State Operating Permit and Notice of Public Hearing and Information Briefing

Purpose of Notice: To seek public comment and announce a public hearing on a draft permit from the Department of Environmental Quality (DEQ) to limit air pollution emitted by a facility in Waynesboro, Virginia.

Public Comment Period: June 18, 2026 to July 23, 2026.

Public Hearing: 1200 West Main Street, Waynesboro High School Auditorium, in Waynesboro, Virginia on July 23, 2026 starting at 6:30 PM. The hearing will last until the last oral comment has been presented or at 9:00 PM, whichever is earliest. 

Information Briefing: Same date and location from 6:00 PM to 6:15 PM. 

Permit Name: State Operating Permit issued by DEQ

Applicant Name and Address: Northrop Grumman Systems Corporation, 2980 Fairview Park Drive, Falls Church, VA 22042

Project Description: Northrop Grumman Systems Corporation has applied for a new State Operating Permit for an advanced electronics assembly and testing facility located at 1001 Shenandoah Village Drive in Waynesboro, Virginia. The permit would limit hazardous air pollutants to below major source levels.

How to Comment: DEQ accepts written comments by hand-delivery, e-mail, or postal mail. Written comments must be received by DEQ during the comment period and include the names, mailing addresses or email addresses of the commenter and of all persons represented by the commenter. DEQ also accepts written and oral comments at public hearings.
