DEQ issues public notices to provide opportunities to offer feedback before permits are issued or new rules and regulations are adopted. 

These notices provide information about public hearings, public meetings, public comment periods and other events related to DEQ activities. Public notices can be found on the Virginia Regulatory Town Hall, in the Virginia Register of Regulations, in local newspapers and on this section of the website. See left navigation for active notices, organized by topic.

After comments are received, DEQ staff review the information and address concerns that are raised. Often public comments lead to stronger permits and better regulations.

Title (Project Name): Proposed Norfolk TWG B3 Apartments at Kindred

Description: Walker & Dunlop (the applicant) proposes to construct one two-story building, one three-story building and one four-story building on a cleared 1.884-acre parcel in Norfolk, Virginia. The four-story building would be a multi-family apartment complex containing 62 units and approximately 4,006 square feet of commercial space. The subject property is bound by graded land under development and undeveloped wooded and grassland areas to the north; the Basilica of Saint Mary of the Immaculate Conception Office to the east; the Basilica of Saint Mary of the Immaculate Conception, Saint Mary’s Academy and graded land under development to the south; and graded land under development to the west. Utilities were observed in the vicinity of the subject property. No impacts to wetlands are anticipated as a result of the proposed project activities. The U.S. Department of Housing and Urban Development (HUD) is currently processing an application for mortgage insurance for the proposed project under its MAP 221(d)(4) program. Dominion Due Diligence Group, on behalf of the applicant, submitted a Federal Consistency Determination (FCD) to DEQ for the project. The proposed activity is subject to review for consistency with the enforceable policies of the Virginia Coastal Zone Management Program.

DEQ accepts comments from the public by email or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. The public may review the project documents at DEQ’s central office in Richmond.
