DEQ issues public notices to provide opportunities to offer feedback before permits are issued or new rules and regulations are adopted. 

These notices provide information about public hearings, public meetings, public comment periods and other events related to DEQ activities. Public notices can be found on the Virginia Regulatory Town Hall, in the Virginia Register of Regulations, in local newspapers and on this section of the website. See left navigation for active notices, organized by topic.

After comments are received, DEQ staff review the information and address concerns that are raised. Often public comments lead to stronger permits and better regulations.

NOTICE OF VOLUNTARY REMEDIATION

Pursuant to the Virginia Voluntary Remediation Regulations, Virginia Administrative Code section 9VAC20-160-120, Norfolk Redevelopment and Housing Authority (NRHA), 555 E Main St, Norfolk, VA 23510 hereby provides notice of voluntary remediation at the following site:

Environmental investigation at the Site identified metals, semi-volatile organic compounds (SVOCs), and volatile organic compounds (VOCs) in soil, groundwater, and soil gas. The identified impacts are associated with former petroleum storage tanks in the southwestern portion of the Site, historical fill material, and off-site dry cleaner operations active from approximately the late 1940s through the late 2000s. The Site Characterization Report and Risk Assessment concluded that remedial action and institutional controls are appropriate to address potential human-health risks associated with surface-soil exposure.

To address these conditions, NRHA applied to and was deemed eligible to participate in the Virginia Voluntary Remediation Program. The proposed remedial action includes removal of impacted soil, placement of a certified clean soil cap, and use of hardscape cover in capped areas to prevent direct contact with impacted soils; deed restrictions on groundwater use and on use as a school, daycare, or playground for children under the age of 16; a construction worker Site-Specific Health and Safety Plan; and an Impacted Materials Management Plan for managing impacted media during construction and excavation activities. Department of Environmental Quality concurs the proposed Remedial Action Plan is consistent with the findings and recommendations presented in the Site Characterization Report and Risk Assessment report.
