Executive Order 6

Supporting the Critical Role of the Virginia Department of Environmental Quality in Protection of Virginia’s Air, Water and Public Health

August 19, 2019: Secretary of Natural Resources Matthew J. Strickler has released the final report to Governor Ralph Northam on recommended actions for enhancing protection of air, water, and public health in Virginia, as required under Executive Order Number Six (EO 6). The report outlines recommended actions to strengthen the Virginia Department of Environmental Quality and  reduce pollution, protect public health, and ensure environmental justice.

On April 4, 2018, Governor Northam signed EO 6, which required DEQ, in consultation with the Secretary of Natural Resources, to perform a comprehensive review of the agency’s permitting, monitoring and enforcement activities across all program areas and provide a full report to the Governor. In addition, DEQ is required to ensure that any proposed federal actions do not affect the agency’s existing authority to protection public health, drinking water supplies and the environment.

As noted in the Order, DEQ “is the Commonwealth’s lead agency charged with ensuring clean air and clean water.  Over the past 25 years, DEQ has done extraordinary work to protect and enhance Virginia’s environment, and promote the health and well-being of the citizens of the Commonwealth. Yet there is more work to do, and DEQ needs both the tools and the resources to safeguard our air and water for the improvement of our quality of life and that of future generations.”

The key to making the review robust and as comprehensive as possible is stakeholder involvement. EO 6 requires DEQ to “work with stakeholders to improve communication with the public and the regulated community,” which will include a review of existing processes and asking for input on new protocols, among other tasks.
