Municipal Wastewater Projects - Not Funded by WQIF All NON-WQIF funded sewage treatment, collection, and conveyance projects that fall under the Sewage Collection and Treatment Regulations (9 VAC 25-790) must apply for a Certificate to Construct (CTC) and a Certificate to Operate (CTO). This involves municipal/domestic sewage projects that are not applying for funding through the Water Quality Improvement Fund, which is primarily for nutrient control projects in the Chesapeake Bay watershed. These projects may include a water reclamation and reuse component. Under the Water Reclamation and Reuse Regulations (9 VAC 25-740), projects that involve the production of reclaimed water for reuse must receive a CTC and CTO. Reclaimed water distribution projects do not require a CTC or CTO. Municipal/domestic sewage reclamation facilities may apply using this procedure. A Preliminary Engineering Report (PER) may be required prior to initiating any design of the project. The Water Permit staff at the DEQ Regional office which administers your permit should be contacted to determine if a PER is required to be submitted.
