Any owner or operator of facilities that produce compost from solid non-yard waste.

Permit fees for all solid waste facilities are specified in 9 VAC 20-90-10 et seq.
Typical Requirements of a Permit
- Public and private facilities must conform to siting, design and operation requirements in 9 VAC 20-80-330
- Privately owned or operated facilities must comply with the Financial Assurance Regulations for Solid Waste Facilities (9 VAC 20-70-10 et seq.).
Application Process
- Contact DEQ Regional Office for your location.
- Submit to DEQ the notice of intent to apply for a permit, accompanied by a certification from the local governing body that the proposed facility complies with all local ordinances. Also, must include a disclosure statement containing compliance histories of key personnel.
- Submit a siting study and a hydrologic study as required by the regulations. This is known as Part A of the application.
- Upon receipt of approval or conditional approval of Part A, submit the design, operational and closure plans, which constitute Part B of the application.
- Submit appropriate permit application fee and, if applicable, financial assurance documents.
