1 Evaluate and revise regulations to incorporate list of standard designs and approved alternatives that can be used for initial submittals only in landfill construction without going through the variance process. 2 Amend regulations to distinguish whether specific kinds of changes (e.g., changes in kind, functionally or operationally equivalent changes) can be made by change order/notification rather than minor amendment process Leslie Beckwith      12/31/2008  Underway  the Department will compile a list of previously approved functionally equivalent materials, equipment, and designs. These lists will be presented to staff and external stakeholders during discussions on Amendment 7. The discussions will center on how best to incorporate these items into the regulation without being too prescriptive--either as proposed amendments to the variance process or the use of change orders/notification rather than minor permit amendments or some other solution that meets the intent of this opportunity and has consensus of the group. A definition for “functionally equivalent” will also be proposed. 
3 Amend regulations to state that unless required by statute, public meetings and hearings will be held only when requested (in progress) Leslie Beckwith      3/31/2008  Underway  Draft language was proposed in Amendment 5 and presented to the Board on January 8, 2007. The Board approved the proposed amendments and authorized the proposed regulation to be published for comments. It is scheduled for publication in the Virginia Register on July 9, 2007 (the public comment period will open on July 9 as well). A public hearing will be held in our DEQ Central Office on August 13, 2007 from 1-4. The public comment period will end on September 7, 2007. A board meeting is scheduled for December 12, 2007 where this amendment will be presented as final. It may take as long as 3 months for the amendment to become effective. 
4 Establish hierarchy of VADEQ review priorities, considering environmental protection objectives, the hierarchy of preferred waste management methods, and the applicant’s business continuity issues.[Note: Benchmark states such as NC that are successfully attracting and implementing preferred waste management methods such as composting, material recovery, and recycling.] Karen Sismour  check on 3/1/2007  Complete  Completed 2/25/07.
