RCRA Corrective Action
The RCRA Corrective Action Program requires investigation and cleanup of releases of hazardous wastes and hazardous constituents that pose an unacceptable risk at RCRA hazardous waste treatment, storage and disposal facilities. Based upon an evaluation of human health and environmental risks posed by actual or potential releases to the environment, potential migration pathways, target receptors, and waste characteristics, EPA has designated facilities as either High, Medium, or Low priority. 284 hazardous waste management facilities have received a high priority ranking in Region 3. There are 50 facilities on the 2005 Baseline of High Priority Facilities in Virginia and DEQ is the lead agency on 14 of these. Eight facilities have been added to the 2008 Baseline with DEQ as the lead for 19.
RCRA Corrective Action can be implemented using three regulatory mechanisms: Consent Order from EPA, permit issued by DEQ, or a Facility Lead Agreement administered by EPA. Virginia DEQ is authorized by EPA to implement the RCRA Corrective Action program at sites in Virginia that have been issued hazardous waste permits (RCRA 3004 (u) and (v)).
