Distressed Sites

Distressed sites are formerly utilized solid waste management facilities which may represent unique opportunities for potential re-use. Though currently subject to regulation, the facilities may continue to be utilized on a limited basis provided the uses do not disturb any of the solid wastes or other appurtenances remaining on the site. DEQ has identified and supported several reuse opportunities at these types of sites which include:

  • Vehicle storage facility
  • Cellular phone tower location
  • Park & Ride
  • Small business location
  • Park/Recreational area (sporting field/golf course)
  • Shooting range
  • Storage yard

Also DEQ has developed guidance to assist current facility owners and potential users with understanding the practical limitations regarding future uses of these properties.

In reviewing these facilities, it is important to recognize that Virginia's regulations do provide for and support continued use of these properties provided it is done in a manner protective of human health and the environment. Modification of existing plans for the site may be required depending on site specific circumstances.
