CASE SUMMARY - In February 1993, the Virginia DEQ received a report that approximately 8600 gallons of gasoline was released at the Columbia Pike Mobil service station located at 5200 Columbia Pike, Arlington County. Pollution Complaint Number (PC#) 93-1570 was assigned to the release. The initial clean up activities included recovery of free phase gasoline and contaminated groundwater from the on-site monitoring wells. Currently, the site is undergoing corrective action. The on-site cleanup system is recovering vapor, dissolved, and free phase petroleum. The Responsible Person continues to submit monitoring reports, which includes information on the current subsurface conditions and the effectiveness of the cleanup system. To date, there have been no documented impacts to the surrounding utilities, building structures, or to human health.

Case Summary: A leaking underground gasoline tank at Maupin Brothers Store was reported to DEQ in 1990. The tank owner, Charlottesville Oil Company (COC), was requested to determine the extent of the contamination and the risks it posed. The contamination was adequately characterized in 1995 after DEQ imposed enforcement actions. The characterization revealed that the store's well had low-level benzene contamination and that an intermittent stream below the store had been contaminated. A carbon filter treated the store's well water until subsequent tests revealed the well was not contaminated. Free-phase gasoline was found on the water table in 2 monitoring wells. In 1997, it was discovered that the well serving Free Union Country School was contaminated with 1.2 ug/l benzene and 5.6 ug/l MTBE (a gasoline additive). A carbon filter was installed to treat the school's well water and has been maintained by DEQ ever since. (EPA's Safe Drinking Water Standards have never been exceeded in any of the supply wells tested.) In 1999, DEQ approved a Corrective Action Plan prepared by Charlottesville Oil Company's consultant, DeTech. Corrective action included the installation of an interceptor trench at the head of the stream, recovery wells, and a pump-and-treat system which has treated more than 4 million gallons of contaminated groundwater. The system is automated but is maintained by DeTech on a weekly basis. The following supply wells are sampled routinely (every 3 to 6 months): Free Union Country School, Maupin Brothers Store, Neisser residence (4281 Free Union Rd.), Woltz residence (4289 Free Union Rd.), Free Union Post Office, rental residence at 4294 Free Union Rd., and the Wilson residence (4328 Free Union Rd.). Low-level MTBE contamination was detected in the Wilson well in 2003; so a carbon filter was installed and will be maintained until no contamination is detected for at least 4 consecutive quarters.

Status: Contaminant levels in the groundwater are considerably lower due to the remediation system. However, cleanup progress has been slower than hoped. DEQ is encouraging COC to pursue more aggressive remedial techniques. We have also required the store to perform tightness tests on their tank and lines to ensure there isn't an on-going release. All tests have passed. DEQ has also requested Charlottesville Oil Co. to investigate the possibility of installing a replacement well for the school. However, the consultant has implied that the use of replacement well installed on the west side of Free Union Road could draw in gasoline contaminants, unless we wait until contaminant levels in the source area are further reduced. A replacement well location on the east side of the road has not been found.

Case Summary: In December 1988, the State Water Control Board received a report of gasoline taste in a private water supply well in rural Albemarle County. Since that time, ten other residential wells (total of 11) in that area have been impacted with gasoline components at one time or another, nine of which have received State-provided carbon filtration units (CFUs). The most distant impacted well is located approximately 1,700 feet from the Trading Post, an independent convenience store identified as the source of the contamination. There have been three known releases from multiple responsible parties at the site from the middle to late 1980s to 1998.

The site has undergone dual-phase corrective action since August 1998 which continues today under DEQ's State Lead Program. To date, approximately 3.5 million gallons of contaminated groundwater and 4,400 gallons of free product have been recovered and over $1.3 million have been spent. Contaminant levels in the soil and groundwater have responded well to the remediation system and continue to decrease, while free product recovery has decreased to only a few gallons each quarter.

The DEQ has been working jointly with Albemarle County since June 2003 to explore the feasibility of developing a community water supply for the impacted homes and the homes DEQ considers to be at significant risk. The Red Hill Elementary School is included in the at-risk wells. DEQ and Albemarle County awarded a contract to a private consulting firm to complete a groundwater feasibility study in June 2003. After completing a couple phases of investigation, the consultant has recommended several locations to drill test wells with the hope of finding enough water to develop at least one community water supply well. Drilling is expected to be completed by the spring of 2006.

Case Summary - In the early to mid 1990's reports of gasoline leaks from Underground Storage Tanks (USTs) were received from several service stations along Main Street in Wytheville (Wythe County), in the vicinity of East End Cemetery. Gasoline seeps and petroleum odors were also reported in the area. Several Pollution Complaint cases (PCs) have been investigated by the VA DEQ's Southwest Office staff regarding these reports. The PC numbers: 1992-1282, 1992-2330, 1994-0142, 1994-0784, 1994-0778, 1994-0779, 1994-2219, and 1994-4056, all relate to this matter.

VDEQ has contracted work with various environmental consulting companies to investigate these pollution concerns. Work has taken place to remove of old USTs, alleviate petroleum odors in buildings, drill geotechnical monitoring wells to sample and analyze soils and ground water, and install treatment systems to collect and treat petroleum seeps . Geological and geophysical surveys have been performed to determine how cave systems and rock formations affect the flow of ground water in the area of the reported releases.

The UST releases may be the cause of a persistent gasoline type odor noted in, and around, Elizabeth Brown Memorial Park located between Tazewell and Fourth Streets in Wytheville. Samples of the storm water discharge to an un-named tributary of Reed Creek, which flows through the park, and samples from storm drains along East Main Street have been analyzed and found to contain both petroleum compounds indicative of gasoline and the gasoline additive Methyl Tertiary-Butyl Ether (MTBE), in low concentrations.

Tank owners have been required to assess their sites for petroleum releases and report their findings to the VDEQ. Based on these reports the tank owners have performed soil and ground water clean-up actions at their facilities.

Status - Investigation and clean-up work associated with the former Sentry #20 and former ETNA C Store facilities is ongoing. The responsible parties for these facilities are currently working together to complete the investigation of the petroleum impacts associated with the releases from their facilities. At the present (January 2006), a Site Characterization Addendum Report is expected for both the former ETNA station and the former Sentry Store #20 early in this year. Additional information on the vertical and lateral extent of the releases as well as proposals for further clean-up activities is expected in this addenda report. Dye trace studies are presently being planned to better define ground water flow and positively identify the source of the gasoline odors within the park.

Case Summary - On the evening of October 28th 2002 , approximately 16,000 gallons of petroleum was released from the subject bulk storage facility in Gate City , Virginia . The petroleum released primarily consisted of red dyed kerosene with some gasoline. Local authorities concluded that the release was caused by vandalism. Initial responders indicated that these petroleum products were released when loading arms connected to two above ground storage tanks (ASTs) were lowered and secured to remain open. The release was discovered around 6:00 A.M. on October 29 and abatement measures were initiated shortly thereafter. Remote impoundment berms contained most of the fuel within the plant property. Approximately 200 gallons of petroleum reached nearby Little Moccasin Creek via an abandoned sewer line. Approximately 11,000 gallons of fuel was recovered from within the bermed area on October 29, 2002 . The abandoned sewer line was plugged during the initial abatement process. No visual contamination of petroleum was observed in Moccasin Creek by DEQ after November 7, 2002 . Two small ventilation fans were installed in the loading dock of the adjacent building and within the old plumbing lines to help abate petroleum vapors within the building.

An Initial Abatement Report was received by DEQ on February 7, 2003 . A Site Characterization Report (SCR) was received by DEQ on April, 2003. On May 30, 2003 , DEQ requested the submittal of a SCR-Addendum. The addendum was requested by DEQ in order to address some deficiencies noted from the SCR. DEQ also requested periodic monitoring and abatement of petroleum vapors in the cinder block building that is adjacent to the subject facility.

DEQ received the SCR-Addendum from Addington Oil on September 14, 2003 . DEQ met with Addington Oil and their representatives on December 28, 2004 to discuss deficiencies noted from our review of the SCR and SCR-A.

Status - DEQ sent a written request for a SCR-Addendum #2 to address outstanding site assessment and risk assessment items on January 27, 2005. On February 2, 2005, Addington Oil Corporation notified DEQ that they will obtain the services of a new environmental consultant to address this investigation from this point forward. On December 13, 2005, DEQ received the SCR-Addendum #2 report, which included a formal risk assessment, including an indoor air survey of the adjacent property (Farmer Warehouse/Building). The Addendum also included additional vertical and lateral characterization of the subsurface petroleum contamination, including a partial soil-gas survey near the warehouse. Additionally, the addendum included a remediation assessment that outlined a plan for corrective actions to address selected areas on the bulk storage facility. The SCR-Addendum #2 did not identify any long term human health risks associated with Volatile Organic Compounds (VOCs) for the adjacent Warehouse.

DEQ-SWRO reviewed the report and has requested a SCR-Addendum #3 to include a revision of the Risk-Based Corrective Action (RBCA) risk assessment and requests the collection of air samples using pre-evacuated Summa canisters inside the adjacent Warehouse. Regional and Central Office staff from DEQ noted that it appears that a couple of slight modifications are warranted for the RBCA assessment. Also, DEQ requests the design and implementation of another indoor air sampling plan using Summa canisters, rather than the charcoal adsorption tubes that were used in the previous indoor air survey.

The SCR-Addendum #3 is due by July 10, 2006. Upon the satisfactory completion of the Site Characterization process, DEQ will request the design and implementation of a Corrective Action Plan to address areas of the site that warrant cleanup.
