Environmental compliance - Solid & hazardous waste

Solid wastes and hazardous wastes in Virginia are regulated by DEQ, the Virginia Waste Management Board and the U.S. Environmental Protection Agency. They administer programs created by the federal Resource Conservation and Recovery Act, Comprehensive Environmental Response, Compensation and Liability Act (commonly called Superfund) and the Virginia Waste Management Act.

Solid waste is regulated under a number of different programs at DEQ. These programs are designed to encourage the reuse and recycling of solid waste and to regulate the disposal and treatment of solid waste including regulated medical waste. Standards are designed to protect human health and the environment. The Virginia Solid Waste Management Regulations set standards for the siting, design, construction, operation, closure and post-closure care of solid waste management facilities.

The Virginia Hazardous Waste Management Regulations, which closely follow federal standards for management of hazardous waste, require generators of hazardous waste to submit notifications for EPA ID numbers. Agencies that transport, store, treat, or dispose of hazardous wastes shall hold a permit issued by DEQ for that activity.

Description of Measure: Compliance with solid waste and hazardous waste regulations for the handling and/or management of these wastes.

Scorecard Data Sources

  • Meets will be defined as properly handling waste generated for disposition and no violations via warning letter, notice of violation, or consent order regarding waste management activities.
  • For agencies that are hazardous waste generators/Treatment Storage and Disposal facilities, or solid waste management facilities, meets will be defined by satisfactory inspection reports for hazardous and/or solid waste activities, as applicable.
