Introduction

For this evaluation, agencies can generally be divided up into two broad categories: those that own property and those that do not.

Does your agency own property?

In order to improve understanding among state agencies, universities, colleges and other state institutions of the "Environmental and Historic Resources Stewardship" section of the Government Management Scorecard, natural resources agencies have worked to house relevant information in one location. Information from the the Department of Historic Resources, the Department of Environmental Quality and the Department of Conservation and Recreation is here to detail the stewardship responsibilities of requirements of state agencies and institutions.

Topics include the Virginia Environmental Excellence program, environment and historic impact reviews, erosion and sediment and stormwater management requirements and other key environmental and historic preservation elements contained in the management scorecard. This website is intended for agency heads and other high level agency officials whose duties include responsibility for agency operations, facilities maintenance and construction.

This guide has been developed to assist state agencies develop strategies to meet the “Environmental and Historic Resources Stewardship” evaluation criteria. In general, an agency is considered to have met the criteria when the following questions can be answered with a “yes”:

  • Does the agency meet or exceed environmental compliance requirements on a consistent basis?
  • Has the agency fully integrated natural and historic resource issues into its operations?
  • Does the agency follow the Environmental Impact Review process and other similar processes?
  • Has the agency documented the actions it has taken to protect resources in its operations and capital outlay projects?
  • Does the agency successfully practice waste reduction and recycling, energy conservation and water conservation, fully support the use of green building concepts and fully support the use of mass transit, carpooling and telecommuting?

To facilitate agencies evaluating their actions and operations in the context of the criteria, the agencies within the Natural Resources Secretariat have developed the information on this site.
