About this Guide

The Virginia Department of Environmental Quality, in cooperation with the Virginia Marine Resources Commission and the Department of Agriculture and Consumer Services, has produced this comprehensive guide to environmental permits. It is intended to provide company owners, plant operators, local economic development officials and the general public a convenient, concise source of basic information on state environmental permit programs. The focus is on actions to be taken before an individual or company constructs or starts up a facility or process that will result in emissions to the air, water or land.
