A map of the development includes a woodland amphitheater and text within the document indicates that an overlook will be constructed within 100 feet of Belmont Bay. The existing driveway will be expanded including the creation of a traffic circle and a 74-space parking lot. |

The hotel and conference center would be constructed on a 13.6-acre parcel located between Patriot Circle and Route 123. The facility would consist of three one-story sections, one two-story section, and one seven-story section, a plaza, a drop off zone, a garage and a parking and loading dock. A proposed roadway would connect Patriot Circle to Route 123 north of existing parking lot J. The site includes 10.5 acres of undeveloped woodlands (to be removed) and includes approximately three acres of an existing asphalt-covered parking. |

The proposed upgrades would include replacing the existing headworks with a new channel grinder, and replacing an obsolete chlorination system with a new ultraviolet disinfection system. A new equalization basin, pump house, blowers, pipes and utilities necessary for these upgrades will also be installed. |
| 08-048F | The Columbia Gas Transmission Corporation proposes to excavate and recoat approximately 400 feet of an existing 20-inch natural gas transmission line (Line VM-108). The project site is located south of the community of Chester, on the west side of Route 144 in Chesterfield County. The project is required for corrosion control and to comply with U.S. Department of Transportation pipeline safety regulations. All work will be undertaken within Columbia’s exiting and previously disturbed pipeline right-of-way. The project will impact approximately 0.32 acre of a nontidal emergent wetland and 0.13 acre of forested wetland located adjacent to a pond on a tributary of Ashton Creek. The project is anticipated to qualify for a § 404 Clean Water Act Nationwide 12 Permit (Utility Line Activities) issued by the U.S. Army Corps of Engineers. |
| 08-053F | Dominion Cove Point LNG, L.P. is proposing to increase the number of liquefied natural gas (LNG) ships authorized to transit to and from the Cove Point LNG Terminal located in Calvert County, Maryland. Dominion received authorization from the Federal Energy Regulatory Commission (FERC) in 2006 to expand LNG import terminal. Expansion of the LNG terminal is currently underway. Ship transits are anticipated to increase from up to 120 ships per year to as many as 200 ships per year. The ships will operate in a federally-approved channel, which includes the main navigation channel of the Chesapeake in Virginia, en route to the LNG terminal. The U.S. Coast Guard has submitted a Supplemental Environmental Assessment (EA), including a federal consistency certification, to the Commonwealth for review. The EA is supplemental to and adopts the April 2006 Environmental Impact Statement (EIS) issued by FERC for the proposed Cove Point Expansion Project, in which the Coast Guard was a Cooperating Agency. The EA has been prepared to determine the significance of potential effects of incremental LNG ship traffic in U.S. territorial waters proposed as part of the expansion project. The EA analyzes the environmental impact of increased LNG tanker traffic along the transit route utilizing three Zones of Concern. The three zones are defined as distances of 0.3 miles, 1.0 mile, and 2.2 miles from the centerline of the LNG ship transit route. The Coast Guard will consider comments received in response to the EA in the issuance of a Letter of Recommendation (LOR) for LNG ship transit to Cove Point. |
| 08-059S | The Virginia Department of Transportation (VDOT) proposes to develop the approximately 14 acre site adjoining Route 221 in the Bent Mountain area of Roanoke County by constructing a well, septic drain field, parking area, office/maintenance/storage combined-use building, covered fueling facility, fuel storage tank, salt storage dome with concrete work-pad, salt pond, five-bay spreader rack building, six-bay tailgate rack structure, and stormwater management basin. VDOT proposes discharging its new stormwater management basin into an adjoining stream channel. There are no existing structures on this undeveloped site. Site preparation work will also include creating paved and gravel lots or lawn on the remaining portions of the site (EIR, Attachment A – site plan). |
| 08-063S | The Jamestown-Yorktown Foundation proposes to construct a sound wall and buffer along Jamestown Road at the Jamestown Settlement in JamesCityCounty. The sound wall is primarily intended to reduce the intrusion of traffic noise at the settlement, and secondarily serve as a barrier to visual distractions, and as a perimeter security fence. The sound wall would be constructed 32 feet from Jamestown Road and 70 feet from the IndianVillage boardwalk. The wall would be 10 to 14 feet high, 805 feet in length and constructed of staggered 1 by 8 inch cypress boards. The cypress boards would sandwich a 5/8 inch thick cement board. The posts would be spaced every 8 to 10 feet. The posts would be concrete encased and extend 8 feet below the surface of the soil. |

| 08-067S | Virginia Electric and Power Company (“Dominion Virginia Power” or the “Company”) proposes to construct a 230 kV double circuit transmission line between the existing Ladysmith Combustion Turbine Facility to the existing Fredericksburg-Four Rivers Line #256. 4.55 miles of the 5.30 mile long transmission line would be located entirely within existing Company right-of-way and parallel to the existing Ladysmith to Possum Point 500 kV Line # 568. Approximately 0.75 mile of the proposed 5.3 mile line would be built in the northern portion of the existing 250-foot right-of-way of Line #568. The new 0.75 mile transmission line from the Ladysmith CT Switching Substation to the Line #568 corridor would be located entirely on Company property and run parallel with and adjacent to the existing 120-foot wide cleared area for radial Line #2089. The right-of-way for Line #2089 would need to be widened by clearing an additional 80 feet to accommodate the new line. The new structures for the proposed line would be located to match the positioning of the existing structures in the two transmission corridors to the extent possible. |
| 08-069F | The U.S. Army Garrison, Fort A. P. Hill proposes to implement an Integrated Cultural Resources Management Plan (ICRMP). The purpose of the plan is to provide Fort A.P. Hill staff with information, guidance and standard operating procedures and to facilitate integration of cultural resource management requirements and responsibilities into its broader military mission. An ICRMP is required for each military installation. Implementation of the plan would mean that training mission operations and facilities construction on the post would be conducted in such a way so that cultural resources would be protected and preserved. Impacts to cultural resources are expected to be positive and beneficial. |

| 08-085F | The National Marine Fisheries Service’s Highly Migratory Species Management Division proposed to amend the regulations governing the renewal of Atlantic tunas longline limited access permits (LAPs), and workshop attendance requirements for businesses issued Atlantic shark dealer permits. The proposed rule would allow for the renewal of expired Atlantic tunas longline LAPs by the most recent permit holder of record, provided that they have maintained their associated swordfish and shark LAPs through timely renewal and other current requirements for permit renewal are met. Also, the rule proposes to specify that a permitted shark dealer must display, and submit upon permit renewal, an Atlantic Shark Identification Workshop certificate. Additionally, NMFS proposes to require that extensions of dealer’s business must possess a copy of a valid dealer or proxy certificate. |

The research park would be constructed on approximately 202 acres of land; 85 acres are owned by NASA, 88 acres are owned by Accomack County, and 29 acres are owned by the Marine Science Consortium (the 33-acre MSC campus site is not included in the total WRP acreage). Portions of the proposed WRP site have been previously developed and currently contain a NASA payload processing facility, nature trails, a playground and baseball field, and a closed county-run landfill. Forested areas also occur within the WRP site. The WRP would consist of a multi-use development dedicated to space and science research, educational facilities, and recreational areas. Proposed land use categories within WRP include: 1) research and development/industrial use, 2) aviation use, 3) gateway research and development/industrial use, and 4) an Accomack County recreational park. Construction in each of the WRP land parcels would include the installation of utilities and the establishment of utility easements. |

Exterior renovations include the construction of a courtyard with seating and a knee wall on the west side of the residence hall. Similar renovations will occur on the eastern side of the building, but on a slightly smaller scale. The interior renovations will be complemented by the addition of an electrical equipment enclosure to house two transformers, emergency generator, transfer switch and other equipment. The enclosure will be located on the east side of the service drive on the north side of the residence hall. The 25x40 foot enclosure will consist of a concrete pad with metal screening. A second 40x60 foot equipment enclosure will be located within an existing parking lot no the north side of Dietrick Hall. This enclosure will house the chiller. Underground piping to connect the chiller and the residence hall will be installed between the two structures. |

Project activities include: the realignment and resurfacing of the running track; the relocation and upgrade of the lacrosse/field hockey field with a synthetic field on the existing football practice field; and the construction of a new 58-ffot by 29-foot building to serve as a restroom and concession. |
08-105S | The Virginia Port Authority (VPA) proposes to construct a 20,184-square foot one-story office building and associated parking at the Norfolk International Terminals (NIT) in the City of Norfolk. The site is located east of Railroad Avenue and north of Baker Avenue. Proposed parking at the site would consist of two parking lot areas; one to provide 787 spaces for public access, and a second secure parking area providing 13 spaces. Site grading, building and parking construction for the proposed project would redevelop approximately 4.98 acres of land that is currently used for empty container storage. The project includes improvements to the existing gravel access roadway leading to the secure side of the project site, and the construction of two water service lines. |

Project activities consist of primarily interior renovations to the Equipment Depot and Maintenance Building. However, other activities include the installation of new underground utility pipes and wires and upgrades to the connections to municipal water and sewer service, and electrical and telecommunications lines. The focus of this review is on the installation of the utility lines. |
08-107F | The National Marine Fisheries Service proposes to authorize green-stick gear for harvest of Atlantic tunas, including bluefin tuna (BFT), in the Atlantic Tunas General, Highly Migratory Species (HMS) Chart/Headboat (CHB), and Atlantic Tunas Longline categories; authorize harpoon use for harvest of Atlantic tunas, including BFT, in the HMS CHB permit category on non-for-hire trips; and require possession and use of a sea turtle control device in pelagic longline and bottom longline fisheries. NMFS determined that use of these gears would allow efficient harvest of Atlantic tunas with low bycatch and bycatch mortality. The purpose of the propose rule is to provide additional opportunities for fishermen to harvest Atlantic tunas within quotas, size limits, or other established limitations and to distinguish green-stick fishing gear from current definitions of other authorized gear types. |
08-108S | Virginia Polytechnic Institute and State University (Virginia Tech) proposes improvements to the Life Sciences Steam Tunnel Distribution system on its campus in the Town of Blacksburg. Approximately 450 linear feet of existing 12-inch LPS, 8-inch HPS and 4-inch CPD piping in the existing inaccessible tunnel along Washington Street would receive asbestos abatement and demolition. Approximately 1,900 linear feet of new box inaccessible conduit tunnel would be installed with new manholes for expansion devices. |
08-109S | Virginia Polytechnic Institute and State University (Virginia Tech) proposes the relocation of existing tennis courts to an existing recreation site north of the Burleson Tennis Pavilion on its campus in the Town of Blacksburg. The project will include the construction of three tennis court batteries for a total of six competition play courts. A battery is approximately 120-feet by 120-feet and includes high wind resistance fencing, lighting and necessary appurtenances. |
08-110S | The Virginia Department of State Police (DSP) proposes to construct an office addition to an existing office building at the DSP facility located at 15816 James Anderson Highway in Buckingham County. The addition would be an approximately 800 square foot single-story brick structure attached to the north side of the existing 1,000 square foot office building. The entire structure would receive a new, sloped single roof. The proposed site would occupy a portion of an existing asphalt parking area, an existing concrete sidewalk, and a small portion of a grassy area. |
