Project Title:
Pilot Virginia Coastal NEMO
Project Description as Proposed:
Funding through this grant will be used to develop a pilot Virginia Nonpoint Education for Municipal Officials Program (VA NEMO). NEMO was created at the University of Connecticut in the early 1990s to provide information, education and assistance to local land use boards and commissions on how they can accommodate growth while protecting their natural resources and community character. The Virginia Coastal NEMO Program will be developed in the DSWC through a partnership with the Chesapeake Bay office and will be piloted in a locality based upon the selection criteria developed as part of the joint Chesapeake and Virginia NEMO pilot development phase. The key to this program will be the delivery of the messaging and technical assistance. To accomplish this goal, the program will rely upon the DCR Regional Offices (Regional Managers and Watershed Coordinators), CBLAD, Coastal Program staff, PDCs, SWCDs, and Watershed groups as the delivery mechanism. NOAA Chesapeake Bay Office will play a key role in the development of the Program.
The VA NEMO/ Chesapeake NEMO pilot will utilize such tools as the Coastal GEMS, INSTAR and VCLNA databases. These GIS based tools will assist local decision makers by providing additional access to make informed on-the-ground decisions to protect water quality and preserve open space. Additional messaging that NEMO will deliver will utilize the materials as developed at the UCONN NEMO program modified with input from local partners to focus the development.
