Project Title:

Coastal Nonpoint Source Program Management

Project Description as Proposed:

Funding through this grant will be used to continue to support the Coastal NPS Program Manager to implement the Coastal Nonpoint Program and other coastal zone related tasks contained in the approved Virginia Nonpoint Source Pollution Management Program document (December 1999). An Environmental Specialist/Scientist will be retained through a contractural arrangement with the Center for Environmental Studies (CES) located at Virginia Commonwealth University. The individual will continue to work directly with DCR staff and have access to the facilities and expertise of CES as well. The Environmental Specialist/ Scientist will continue to manage the Virginia Coastal Nonpoint Source Pollution Program in the project areas of:

1. Serving as a lead contact for Virginia’s Coastal NPS Program.
a. evaluating submitted proposals and negotiating final work plans
b. preparing contract packages and tracking project progress
c. preparing semiannual and final reports for DEQ
d. reviewing and editing final work products
e. disseminating individual project results & information to appropriate organizations

2. Serving as the technical lead at DCR regarding VCU’s stream health assessment tool, INSTAR.

3. Providing technical support to VDCR Division of Soil and Water and VA Coastal Management Program, relating to coastal nonpoint source pollution, coastal zone ecology, management, and restoration.

4. Managing the implementation and administration of the Coastal Nonpoint Source Program grants, grant budgets, programs and projects.

The Program Manager will support the implementation, expansion and/or development of such programs, but not limited to:

1. Virginia Nonpoint Education for Municipal Officials

2. Virginia Clean Marina Program Expansion

3. Completion of the development of a coastal regional curve

4. Shellfish TMDL Implementation Plan

5. Chesapeake Club Messaging to Richmond and Hampton Regions

6. PDC Grant Opportunity for model ordinance development, mapping of riparian areas, circuit rider for alternative development designs
This grant will support the continued enhancement, modification and population of the VCU INSTAR tool. The contractual line item in the budget will support VCU staff to implement the changes necessary to make the INSTAR more user friendly.

This position will also continue to participate in state, local, or federal working groups as needed with regard to coastal nonpoint source pollution issues.
