Coastal Technical Assistance Program

Project Description as Proposed:

MPPDC’s Coastal Resources Technical Assistance Program provides ongoing support to member localities of the PDC as well as community level groups: Mathews County Blueways, York River Water Trails, Middle Peninsula Land Trust, Mattaponi and Pamunkey River Association, and Friends of the Dragon Run. For the federal FY 05 grant, the work program will consist of four distinct tasks:

1) MPPDC staff will provide coastal management support to local government, local wetlands boards and local planning staff. MPPDC staff will provide GIS analysis of development proposals, land conversion, land use plans, and local land use ordinance implementation. Geographic data distribution and analysis results, as well as maps of wetlands, land use, floodplains and public access will be available via the coastal resources data server at http://www.mppdc.com/gis/toolbox.shtml.

2) MPPDC staff will support local planning staff development in compatible planning techniques. MPPDC staff will convene monthly-quarterly meetings with local community level planners, the Middle Peninsula Water Resource Committee, the Middle Peninsula Chesapeake Bay Public Access Authority and other appropriate committees to assist with coastal planning.

3) MPPDC staff will work with member localities on potential Coastal Program sponsored changes to Dunes and Beaches regulations in the Commonwealth. This coordination will serve to both educate the affected localities and assist them to address the changes, and will also provide feedback to the Coastal Program on regulatory options and impacts.

4) MPPDC staff will coordinate site clean up efforts for the Brown Tract.
The Brown Tract was acquired in 2003 by the Middle Peninsula Chesapeake Bay Public Access Authority. Additionally, PDC staff will coordinate additional site clean up for new Access Authority acquisitions under the CELCP program federal earmark for the Dragon Run Watershed.

Project Summary Provided by Grantee:

Coastal Zone Management Support: The nine local governments encompassing the Middle Peninsula Planning District utilize MPPDC for “quick and urgent” GIS maps and technical assistance. MPPDC staff provides geographic analyses to local planning staff, wetlands boards, other committees over the grant period. In addition, MPPDC staff supports the localities by providing technical assistance related to coastal management issues.  Primary assistance this grant year focused on the issue of use conflict: water side and land side “not in my back yard” issues (NIMBY) related to aquaculture and three-dimensional water column leasing for off-bottom clam and oyster growing.  The MPPDC also explored the local governments’ zoning authority to manage use over water as defined by state code.

Local Planning Coordination: The MPPDC staff hosted monthly and quarterly meetings as a forum for information exchange between the local planning staff and local government appointed committees. This forum provided for coordination of coastal local planning efforts, specialized training opportunities, and the impetus for leadership in progressive coastal zone management planning techniques

Middle Peninsula Dunes Special Project: The MPPDC arranged for Scott Hardaway, Geological Oceanography Group, Virginia Institute of Marine Science, to present a talk on the history of the Virginia Dunes and Beach Act, its current status and future directions to the Middle Peninsula county administrators and the Directors of Planning within the Middle Peninsula.

Browne Tract and additional new CELCP Acquisition Maintenance and Management:  MPPDC staff coordinated the Department of Corrections (DOC)/Middle Peninsula Regional Security Center for periodic weekend clean up of the Browne Tract and the rebuilding of walking bridge and trail clean up. MPPDC staff received a land management report from Vanassee Hangen Brustling, Inc. for assistance developing future management plans for CELCP acquisitions.
