Management of Virginia's Coastal Zone Management Program
Project Description as Proposed:
This task covers
aspects of managing the Virginia Coastal Program and administering
its grants and pays for 3 positions. Management activities include:
policy development / coordination / implementation in collaboration
with the Coastal Policy Team; monitoring of core agency activities;
updating the Program as needed through RPCs and Amendments; and
planning for the 312 review in summer of 2006. The Coastal Program
Manager will spend significant time guiding activities under the
focal area: Task 9 - Seaside Heritage Program as well as the Task
92 Blue-Green Infrastructure and Policy Integration Strategy. In
addition, the Coastal Program Manager will supervise Coastal Program
staff within Tasks 1, 1.1 and 2. The Task 1 Coastal Planner will
spend significant time co-managing the Coastal Nonpoint grants with
DCR, working on the Task 92 Blue-Green Infrastructure and Policy
Integration Strategy and overseeing the Dragon Run SAMP. The Coastal
Planners, funded through Task 1 and Task 1.01, will work closely
with the coastal planning district commissions to implement minimum
standards for techncial assistance programs as well as to manage
the competitive grant funded through Task 51. The Grants Coordinator/
Outreach Specialist provides day to day maintenance and operation
of the grants database and front-line interaction with grantees
and their questions. Duties include data entry and manipulation
to produce reports, reminders, receipts, applications, contracts,
etc. This position also prepares meeting summaries – especially
meetings of the Coastal Policy Team, and works with the Outreach
Coordinator (Task 2) to develop and disseminate outreach materials
and represent the Coastal Program at outreach functions.
