Project Title:

Virginia Clean Marina Program Development and Outreach- 2006-2007

Project Description as Proposed:

The requested financial support will be used to supplement funds provided by the Virginia Institute of Marine Science and the Virginia Sea Grant Marine Advisory Program at VIMS to continue implementation of the Virginia Clean Marina Program (VCMP). The funds primarily will be used to support continuation of a field position that works closely with the other VCMP staff (at VIMS) as well as the Virginia Coastal Program, VA Department of Conservation and Recreation’s Coastal NPS Program, Virginia Department of Health, related agencies and the marina industry.

The project will continue the consistent expansion of the VCMP while at the same time work on retention of those already certified under the program.

In order to position the VCMP for the long term the project personnel will at the same time complete the following specific tasks:

1. Develop a strategic plan for the VCMP with an associated business plan aimed at sustaining the program in future years;

2. Continue the development education and outreach efforts and materials to Virginia boaters;

3. Develop a marketing plan and support the production and delivery of educational materials via participation in public events such as boat shows as well as the purchase of targeted advertising space;

4. Assess the feasibility of developing a water quality monitoring regime for Virginia marinas including an assessment of the potential structure of such a monitoring regime.

The Virginia Clean Marina Program reconvened the Marina Technical Advisory Panel to discuss the recent trends and future direction of the program and to decide upon the development of: new educational materials, strategic and marketing plans,
and the feasibility of a water quality monitoring regime.

Work has since been completed on the strategic and marketing plans, identifying immediate as well as long-term goals.

A new Clean Boater program has been launched with informational brochures and stickers. Information has been distributed
at several boat shows and conferences and to marinas directly. The response has been positive with about 30 boaters
signing on to date and many marinas requesting additional brochures.

Initial work on a water quality monitoring program has begun with a literature review and contact with the Alliance for the
Chesapeake Bay monitoring coordinator as well as the VA Department of Health. A structure for what needs to be monitored and a monitoring process is expressed in the following document, but funding and some further research for the testing will be needed before the program can begin.

A detailed final report was submitted to the Virginia CZM Program.
