Kirby Street Stormwater Project, West Point, Virginia
Project Description as Proposed:
West Points
Kirby Street from 1st to 9th Streets lies in the Pamunkey and York
River watersheds. Rain events, high tides, and storm events cause
continual weekly and often daily flooding of this area and public
road. While this area historically has been the industrial part
of West Point, it abuts the residential area of historic downtown.
The area between the Pamunkey River and Kirby Street includes an
active railway and a logging business. The Town has identified the
area between 4th and 2nd Streets as a waterfront brownfield redevelopment
site. More than one hundred years of industrial activity in this
area has created a degraded wetland that is not assisting with stormwater
management and is full of phragmites.
This proposal requests to hire a professional consultant to analyze
the area and develop a stormwater management plan that recognizes
the sensitive shorelines of the Pamunkey, the potential beauty of
the natural and built environment of a restored waterfront, and
the sustainable economic development opportunities of the area.
We envision that the plan would include enhancements to the wetlands
systems with a marsh walk for pedestrian educational activities
and eco-tourism opportunities like bird watching.
