Coastal Nonpoint Pollution Implementation Local Government Projects

Project Description as Proposed:

The Virginia Nonpoint Source Management Program document (approved Dec. 1999) includes many action items that rely on the participation of regional and local government entities for implementation. This project continues upon efforts to work directly with regional and local governments on implementing management measures constituting the Coastal Nonpoint Program. In coordination with other state agencies, the Department of Conservation & Recreation will utilize a request for proposal process (RFP) to develop projects. These projects will then be reviewed, scored, and ranked by a team of agency staff drawn from the statewide Nonpoint Source Advisory Committee.

Based on current focal points of the Coastal Nonpoint Program, we will continue to focus primarily on the management measures from the Urban chapter. Specifically, the measures for new development, watershed protection, site development, existing development, and onsite disposal systems. A secondary focus will be on measures from the Hydromodification chapter that support conducting stream assessments and addressing eroding shorelines and strembanks.

Projects will be scored on several factors to include sponsor project management history, degree of (g) guidance implementation, ability to contribute to implementing multiple programs and objectives, leveraging other funds, etc. Anticipated activities include zoning amendments to incorporate management measures, implementing performance criteria, identifying impediments to making ordinance changes, education or facilitation efforts, watershed protection plans, septic inspection and pump out notification efforts, and stream assessments. These activities are commensurate with NOAA’s FY 2004 guidance suggesting focal areas for capacity building and addressing septic system issues.
