Project Description as Proposed:
In 1995, the treatment
scheme was upgraded from lagoon to incorporate a new anoxic/oxic
reactor; thus creating a multi-celled activated sludge reactor basin.
The jet aeration system was also replaced w/ floating aerators.
Under the scope of work needed to further expand the existing 4.0-MGD
plant (described above) to a 5.4-MGD year round nutrient reduction
(NRT) facility, additional treatment volume is needed for the WWTP
process. The expansion of plant capacity will be completed within
the existing footprint of the facility. Under the proposal submitted
for NRT cost-share, the WWTP will be expanded from 4.0 MGD to 5.4
MGD and will include the additional volume needed for denitrification
(total nitrogen reduction). The proposed installation includes an
additional, earthen reactor basin with surface aeration, secondary
clarification, and new IRS & RAS pumping facilities. Since the
WQIF grant was signed, other treatment options to improve water
quality have been considered, such as the Biolac Process or pumping
this sewage to the Countys other WWTP at Massaponax. Whichever
option is selected and under design flows, the project should result
in an annual reduction of 131,575 pounds of total nitrogen being
discharged to the watershed.
Other items to be installed but not eligible for the BNR cost-share
include new headworks, effluent filtration and disinfection, prior
to its final discharge to the Rappahannock River.

The plant was originally placed in operation in 1970, at the beginning of the decade marking the U.S.'s increasing awareness of the environment. The average wastewater treatment capacity of the plant was 18 million gallons per day (MGD) before successful expansion programs increased it to 36 MGD in 1978, 54 MGD in 1995 and 67 MGD in 2005.
WGIF Project
This project expanded the capacity of the treatment plant from 54 to 67 MGD. This included nitrogen reduction components associated with retrofitting the existing wastewater facility and also installing new components. The components included:
a) retrofitting the existing activated sludge tanks 1-6 with Biological Nutrient Removal (anoxic/anaerobic zones);
b) constructing additional activated sludge tanks 7-9 and associated components to create anoxic, anaerobic, and swing zones; c) modifications to the primary effluent distribution channel; and d) construction of 5 additional secondary clarifiers (12-17).
Service Population
The Noman M. Cole Plant treats approximately half of the wastewater generated by 340,000 households and businesses in Fairfax County. The balance of County wastewater is treated at other advanced treatment facilities in the area through interjurisdictional contracts.

Project Outcome
At design flow, the project would result in a reduction of about 2.18 million pounds on nitrogen delivered to tidal waters or an estimated reduction of 57% had nitrogen technology not been installed as part of the project.
