Project Title:

Virginia Coastal Program Management Support

Project Description as Proposed:

This task supports three staff positions that are contracted through VIMS. The Coastal Program requires this additional support to ensure that there is increased emphasis on policy coordination, that database and GIS needs are met and that open grants are properly managed and implemented. The following positions will support staff and activities in Task 1:
1) Coastal Planner: (full time) The Coastal Planner provides guidance on coastal management issues. This includes policy development, assistance to grantees, agency monitoring, development of performance indicators, routine program changes, intergovernmental and interagency coordination, and projects related to wetlands and shoreline management.
2) Coastal Specialist: (full time) The Coastal Specialist oversees the relational Grants and Coastal Mailing List databases that have been converted into MS Access. The Coastal Specialist is also the project manager for grants involving primarily GIS and mapping. In addition, the Specialist maintains and builds the Coastal GIS data library and produces maps as needed. He will also continue to work on organizing and making available the GIS data produced by the Seaside Heritage Program (Task 11) and work with the green infrastructure (Virginia Conservation Lands Assessment) model being developed by DCR-NH.
3) Research Assistant: (full time) The Research Assistant provides policy and administrative support. She researches policy issues as needed including assistance with development of performance indicators and shoreline management issues. The Research Assistant is responsible for the day to day maintenance and operation of the grants database. Duties include data entry and manipulation to produce reports, reminders, receipts, applications, contracts, etc. The Research Assistant helps grantees with appropriate submittal of progress and final reports and conducts an initial check on their completeness. The Research Assistant helps with meeting arrangement and summaries – especially meetings of the Coastal Policy Team. Finally the Research Assistant works with the Outreach Coordinator (Task 2) to develop and disseminate outreach materials and files and she represents the Coastal Program at outreach functions.
