Virginia Coastal Program: 2003 Coastal Grant Project Description and Final Summary

Project Task:

FY2003 Task 92

Grantee:

Middle Peninsula Planning District Commission

Project Title:

Special Area Management Plan for Dragon Run Watershed

Project Description as Proposed:

The Dragon Run SAMP’s mission is to maintain or enhance the watershed’s cultural, historic, and natural character, while preserving property rights and its traditional uses (e.g. farming, forestry, recreation). In response to growth pressures, the Dragon Run SAMP seeks to balance demands by improving the tools available to manage the environmental, social, and economic resources of the watershed. To achieve these goals, the Dragon Run Steering Committee and its SAMP Advisory Group of diverse stakeholders have produced a watershed management plan with recommended activities. Ultimately, the Steering Committee expects that local governments will adopt its recommendations. The SAMP’s community-oriented approach increases the likelihood that localities will implement recommendations. Logically building upon progress during FY 01 and FY 02, the following activities are proposed for FY 03:
1) Implement the components of the Watershed Management Plan
2) Administer an educational program designed to inform decision-makers, community leaders and concerned citizens about critical watershed management issues
3) Administer a Technical Assistance Program emphasizing projects that support the implementation of the Watershed Management Plan
4) Develop a draft public access management memorandum of understanding (MOU) that will address access issues at conservation sites in the Dragon Run watershed
5) Develop a plan for a watershed stewardship program and conduct a market-based sustainable economic development study for traditional land uses in the watershed
6) Coordinate the implementation of a watershed invasive species strategy
