Project Title:

Virginia Clean Marina Program

Project Description as Proposed:

Tasks for FY 03 for the Virginia Clean Marina Program (CMP) include:

1) Provide technical assistance to VA marinas on key environmental issues, programs and BMPs to reduce NPS pollution. This includes: conducting site evaluations; serving as the liaison to the proper agencies for further permitting assistance or technical guidance (if requested by the marina operator); collecting/disseminating information; conducting educational efforts, working with relevant state or federal programs; characterizing industry needs based on site visits; and, encouraging participation in Oyster Heritage Program.

2) Designate and publicize Virginia Clean Marinas. This includes sponsoring 4-5 technical workshops per year for marina operators and staff and other marina related businesses and providing technical assistance to achieve designation. Designate 50 clean marinas by Sept 2004. To date, of the 16,800 slips eligible for the CMP in Virginia, 1,533 are certified and 1,997 are pledged, for a total of 3,530 slips engaged. Use a newsletter, Web sites, boat show displays, advertisements, press releases and news articles.

3) Identify opportunities and continue coordination of the VA CMP with regional clean marina programs as well as other appropriate state and federal programs and organizations.

4) Implement Outreach and Education Strategy for boaters. Educational display will be provided at 2 regional boat shows: Richmond and Virginia Beach. The tabletop display will be updated as needed to travel with other agencies such as the VDH and the DEQ (Coastal Program) for other appropriate events. Staff will work with the Coastal Program and others to continually develop new materials with fresh approaches for these venues.

5) Continue to update the comprehensive database of VA marinas and partner organizations. The database includes BMP type and location, services offered, number of slips, business locations and addresses. Efforts will continue to be concentrated on the full-service marinas for FY 03.

6) Identify the greatest sources of fish waste impacts from marina patrons to Virginia waters and develop a plan for reducing these impacts. Marina owners and operators, recreational boaters at marinas, and commercial, charter and head boats will be evaluated for potential impacts through site visits and interviews.
